Claims should be
reproducible or bounded.

Source code, internal measurements, external signals, pending replication, and research hypotheses are separated here.

EVIDENCE PACK STANDARD

A number without provenance is not proof.

Identity

Repository, commit, hardware revision, operator, date, and configuration.

Method

Protocol, stimulus, acceptance criteria, exclusions, and calibration.

Artifacts

Raw traces, logs, plots, hashes, and a machine-readable manifest.

Limits

Known failures, environmental bounds, unsupported inferences, and next test.

THIRD-PARTY SIGNAL

AFRL interest is meaningful. It is not an award.

The response stated that the white paper was favorably evaluated and the effort was of interest, but no proposal was requested because funding was unavailable.

The funding limitation travels with the claim. WHL does not present the response as an endorsement, certification, award, or deployment.
